unfortunately, it’s not as easy as it could be to make out the details of the above “compounding notice” issued by the Plettenberg Bay [South Africa] Traffic Department
ever the didact, the Stumblng Tumblr points out that he takes it that the notice has that quaint name because the recipient’s being given the chance to compound, in other words, settle, his alleged obligation to the PBTD by paying the 200 rand specified in the notice; it’s amusing that such terminology derived from English law 400 years or so ago is being used in South Africa today
in any event, the notice alleges that the owner of the car being towed in the photo that’s part of the notice “drove” it at more than the speed limit
the Stumblng Tumblr doubts mightily whether it would be decided that the owner did drive the car within the meaning of the prohibition
if there was any human intervention in the notice issuing process, it’s tough to acquit that human of an intention to blackmail the driver into paying the 200 rand, on the basis that it would be cheaper to pay that than go to court to fight the matter
